GSBS initially assisted the county with the development of information for a bond election, preliminary site and design services, and budget and scheduling analyses. In the design phase, GSBS created its first direct management model jail with zero movement philosophy. Visitors are brought to the inmates via a second level concourse. Utah County has subsequently hired GSBS for two additional corrections facilities, their 94,000 s.f. office and clinic building, and an animal shelter.

Construction is in progress for a 400 Bed Addition to the GSBS designed Utah County Jail. Completed in 1994, the 800 bed facility has reached operational capacity. The 400 bed addition encompasses two new housing pods utilizing both dorm and cell formats. A major portion of the new housing is dedicated to administrative segregation and special housing needs of the male population. Changes in jail demographics necessitate a reconfiguration of the existing housing units to maximize the use of those facilities as well. In addition to the new housing, twenty additional medical unit beds are to be added and a reconfiguration of the intake/release area is necessary to accommodate the increased bed count.
